Project Information:

Rockingham Landfill Gas Upgrade Project (Revoked) is an electricity generation from landfill gas project located at the Millar Road Landfill Facility in Baldivis, approximately 10km southeast of Rockingham in Western Australia. It was registered in June 2022 and occupies the existing footprint of the landfill facility, though the exact spatial area is undeclared.

Landfill gas electricity generation projects involve capturing and combusting methane, a potent greenhouse gas naturally released by decomposing organic waste, to produce electricity. Standard requirements for an "upgrade" project involve improving or expanding an existing landfill gas collection system to capture gas that would otherwise be freely vented or flared without energy recovery.

The surrounding Baldivis and Rockingham region is known for a mix of peri-urban residential development, market gardens, and industrial land use. The area features a Mediterranean climate with a moderate annual rainfall of approximately 654mm, and local soils are predominantly deep, highly permeable sand and limestone typical of the Swan Coastal Plain's Spearwood Dune System.

This project upgraded an existing system to capture and combust gas generated from both legacy and non-legacy waste. Interestingly, the site has a long history of active gas management, with original gas capture infrastructure dating back to the early 2000s and the first engine commissioned in 2003. In June 2024, the project varied its method from the older 2015 Landfill Gas determination to the 2021 Electricity Generation determination to align with updated baseline and crediting standards. However, the project was ultimately revoked on March 10, 2026, under section 30 of the CFI Rule.
