Rockingham Landfill Gas Upgrade Project (Revoked)

Project Information:

Rockingham Landfill Gas Upgrade Project (Revoked) is a landfill gas capture and electricity generation project located at the Millar Road Landfill Facility in Baldivis, approximately 45km south of Perth in Western Australia. It was registered on June 20, 2022, by the proponent LMS Energy Pty Ltd and operates within the footprint of the existing waste management facility.

Electricity generation from landfill gas projects involve installing or upgrading a network of extraction wells and pipes to capture biogas, which is predominantly methane, from decomposing organic waste. The captured methane is then combusted in a generator module to produce renewable, base-load electricity. This process provides financial incentives through Australian Carbon Credit Units (ACCUs) by preventing potent greenhouse gases from entering the atmosphere and offsetting reliance on grid power.

The Baldivis and Rockingham area is situated on the Swan Coastal Plain. The region experiences a Mediterranean climate characterized by moderate to high winter rainfall and warm, dry summers. The local soils are predominantly sandy, typical of the coastal dune systems of the area. Surrounding land use consists of a mixture of municipal waste management, residential suburban development, light industry, and remnant coastal bushland.

LMS Energy is one of Australia's largest managers of landfill gas projects and manages the creation of millions of ACCUs annually. This specific project involved upgrading an existing gas collection system to effectively capture and combust gas generated from both legacy and non-legacy waste at the site. On June 18, 2024, the project underwent a methodology variation, transitioning from the 2015 Landfill Gas Determination to the 2021 Electricity Generation from Landfill Gas Determination. Ultimately, the project was officially revoked on March 10, 2026, under section 30 of the Carbon Credits (Carbon Farming Initiative) Rule.
