Project Information:

ATP - 690 Geelong Road Plant Upgrade (Revoked) was an industrial energy efficiency project located in the suburb of Brooklyn, Victoria, approximately 13km west of the Melbourne CBD. Registered in April 2016 and subsequently revoked in February 2019, the project was situated within a heavy industrial corridor along Geelong Road. The surrounding land use is primarily commercial and industrial manufacturing, distinct from the agricultural projects typically associated with carbon farming.

The project operated under the Industrial Electricity and Fuel Efficiency methodology. This method credits activities that improve the energy efficiency of industrial equipment, such as replacing old boilers or installing waste heat capture systems, thereby reducing the emissions intensity of production. In this specific instance, the project involved upgrades to boilers, HVAC systems, fans, and motors, as well as the implementation of waste heat re-use technologies.

While the project took place within an enclosed industrial facility, the broader Brooklyn area lies on the Victorian Volcanic Plain. The environment here is characterized by heavy clay soils derived from basalt and a temperate climate with moderate rainfall of approximately 500-600mm annually, which is generally drier than Melbourne's eastern suburbs.

The project proponent, Australian Tallow Producers Pty. Ltd., operates a rendering facility at the site, recycling animal by-products into tallow and protein meals. The project was revoked under Section 30 of the CFI Rule, indicating a voluntary revocation by the proponent rather than a forced cancellation by the regulator. The site itself has been the subject of significant regulatory attention regarding environmental controls, having faced penalties from the Victorian EPA for odour emissions in the years preceding the project's registration.
