Project Information:

Kwinana Energy Efficiency Boiler Upgrade Project is an industrial energy efficiency project located in the Kwinana Industrial Area, approximately 40km south of the Perth CBD in Western Australia. Registered in January 2022, the project operates within a major heavy industrial hub known for hosting refineries, chemical plants, and power stations, rather than traditional agricultural land uses like grazing or cropping.

The project is managed by O'Brien Energy Services Pty Ltd and operates under the Carbon Credits (Carbon Farming Initiative, Industrial and Commercial Emissions Reduction) Methodology Determination 2021 (ICER). This methodology credits abatement generated by reducing the energy intensity of industrial processes. Specifically, this project involves modifying, removing, or replacing existing energy-consuming equipment, in this case, industrial boilers, to improve fuel efficiency and reduce process heat emissions.

Environmentally, the Kwinana region sits on the Swan Coastal Plain, characterized by sandy soils (typically Spearwood or Bassendean sands) and a Mediterranean climate with hot, dry summers and mild, wet winters. While the immediate site is heavily developed for industrial use, the surrounding region supports a mix of urban development and coastal scrubland.

A notable administrative detail for this project is its methodological transition. Originally registered under the 2015 Industrial Electricity and Fuel Efficiency (IEFE) determination, it was varied in April 2023 to the newer 2021 ICER determination. This shift aligns the project with updated standards for calculating baseline emissions and abatement in commercial and industrial settings.
