The Stamford Land Corporation HVAC and Control System Upgrade (Revoked)

Project Information:

The Stamford Land Corporation HVAC and Control System Upgrade (Revoked) is a commercial energy efficiency project located across a portfolio of high-end hotel properties in major Australian capital cities, primarily Melbourne, Sydney, Brisbane, and Adelaide. Registered in March 2016, the project was designed to operate within the high-density commercial land use zones of these Central Business Districts. Unlike land-sector projects, this initiative focused on the built environment, targeting significant energy reductions within Stamford Plaza and Sir Stamford branded hotels.

The project operated under the Carbon Credits (Carbon Farming Initiative-Commercial Buildings) Methodology Determination 2015. This methodology credits emissions reductions achieved by improving the energy performance of commercial buildings that are eligible for a NABERS (National Australian Built Environment Rating System) energy rating. Projects typically involve retrofitting aging infrastructure, such as chillers, boilers, and ventilation systems, and installing advanced Building Management Systems (BMS) to optimize operational efficiency.

Given the project's location within urban hotel infrastructure, typical soil and vegetation classifications do not apply. However, the environmental context involves managing indoor climate control against the varied external conditions of Australia's east coast, ranging from Melbourne's temperate, variable rainfall climate to Brisbane's humid, subtropical conditions. The project activities specifically included the installation of variable speed drives, upgrades to HVAC chillers and water heaters, and the implementation of sophisticated control systems to reduce electricity and gas consumption.

Notably, the project proponent, Enman Pty. Ltd., is an engineering firm specializing in energy audits and turnkey project implementation. Public records indicate Enman executed significant upgrades at the Stamford Plaza Melbourne, replacing inefficient R22 chillers and installing a Niagara-based BMS. The project was voluntarily revoked in May 2020 under Section 30 of the CFI Rule, with zero Australian Carbon Credit Units (ACCUs) issued during its registration period.
