Biovision Mindarie Advanced Resource Recovery Technology (ARRT) Facility is an Alternative Waste Treatment project located in Neerabup, an industrial suburb approximately 30km north of the Perth CBD in Western Australia. Registered in August 2013, the project operates at a localized facility site. The general land use in this northern corridor of Perth is characterized by light industry (such as the Neerabup Industrial Area), waste management operations, expanding residential development, and remnant native bushland reserves.

The surrounding Perth region experiences a typical Mediterranean climate, meaning the area is characterized by hot, dry summers and cool, wet winters. The soils of this part of the Swan Coastal Plain are predominantly deep, infertile white and pale brown sands that sit over limestone, formed by historic coastal dune systems.

Under the Carbon Credits (Carbon Farming Initiative - Alternative Waste Treatment) Methodology Determination 2015, projects generate carbon credits by diverting mixed solid waste from traditional landfills to specialized resource recovery facilities. At the Biovision Mindarie ARRT facility, municipal waste that would otherwise decay and release greenhouse gases in a landfill is instead processed using enclosed aerobic composting technology. This advanced system involves diverting thousands of tonnes of household waste each year and converting it into compost using automated turners, bioreactors, and biofiltration odour control systems.

This project transitioned from a revoked 2013 CFI method to the current 2015 methodology in March 2015. It successfully secured a Fixed Delivery carbon abatement contract (CAC572691) in April 2015, which the proponent, Veolia Recycling & Recovery ANZ Pty Limited, completed in September 2022. Over the course of this contract, the project delivered 258,970 tonnes of abatement to the Commonwealth. Originally constructed to service the Mindarie Regional Council, this facility represents a significant investment in moving away from traditional waste disposal towards sustainable resource recovery in Western Australia, processing waste for hundreds of thousands of residents.
